Is Matt Garza ready?

Everyone is wondering if Matt Garza is ready to join the Twins. He has been soaring up the minor league ranks all year long and should be a dominant pitcher, like Santana and Liriano. He will be a good pitcher, I believe, because if the twins dealt for Soriano, he would have been traded to Washington, but they didn't do that.
